SKOPJE, North Macedonia — North Macedonia’s Health Minister says 90% of the country’s 125 new coronavirus cases have been traced to 15 families and their contacts.

Another health official said earlier Saturday that people suspected to have been in contact with infected individuals are providing false phone numbers and addresses and refusing to abide by mandatory two-week quarantines.

Authorities have said that a new spike of COVID-19 cases in North Macedonia this week was the result of people ignoring instructions to wear protective masks and gloves and to maintain social distance.

In response to the spike in cases, North Macedonia’s government has imposed an almost total curfew in four regions from 9 p.m. Thursday to 5 a.m. Monday. Only hospitals and pharmacies are open.

The country now has 2,915 confirmed coronavirus cases, including 151 deaths.

COLOMBO, Sri Lanka – Sri Lanka says it will be reopen for international tourists starting August 1 after a “successful containment” of the novel coronavirus.

The country’s airports had been closed since March because of the global pandemic.

Sri Lanka Tourism said in a statement on Saturday that all precautionary measures recommended by global health and travel authorities have been put in place to keep visitors and residents safe.

The statement says only online visa applications will be accepted and all tourists must show proof they tested negative for the virus 72 hours before arriving in Sri Lanka. Visitors also must have a confirmed travel itinerary, a return plane ticket and a travel insurance with health and hospitalization coverage.

There will be mandatory health screening and testing at the airport. Tourists will be lodged at a nearby hotel pending COVID-19 test results.

Sri Lanka has reported 1,810 confirmed cases, including 11 deaths.

MADRID — Masterpieces by Velázquez, Goya, and Picasso can be enjoyed once again now that the most important art museums in Spain’s capital have reopened after almost three months closed because of the COVID-19 pandemic.

Madrid’s Museo del Prado opened its doors on Saturday for 1,800 visitors, who had to wear face masks and have their temperature taken before viewing what the museum called its “most iconic works.”

The special exhibition titled “Reunited” includes over 190 works that were relocated inside the huge museum to streamline the flow of visitors, who must stay on a fixed route past Velázquez’s “Las Meninas,” Fra Angelico’s “The Annunciation”, and Rubens’ “Saturn Devouring a Son.”

El Prado had not been shuttered for such a long time since the Spanish Civil War of 1936-39.

The city’s other two leading museums, the Reina Sofía and the Thyssen-Bornemisza, also welcomed back art lovers.

MOSCOW — Moscow residents clad in face masks and gloves have ventured into Red Square for an outdoor book market, a small sign of the Russian capital’s gradual efforts to open up amid coronavirus concerns.

Although the city’s ban on public gatherings continues, authorities gave permission to hold the market under tight limitations. Visitation to the outdoor bookstalls is limited to 6,000 people a day, divided into five two-hour shifts, and all the shoppers had to apply for permission and receive QR codes for admittance.

Many of the attendees on Saturday appeared unconcerned about social distancing as they browsed, but market workers periodically sprayed the books and shelves with disinfectant.

JAKARTA, Indonesia — Indonesia reported nearly 1,000 new cases of the virus on Saturday, a new single-day high for the country that brought its total caseload past 30,000, as the government unveiled a stimulus package worth $47.6 billion to anchor the virus-battered economy.

The health ministry said there were 993 newly infected people over the past 24 hours. Indonesia has confirmed 30,514 cases, including 1,801 deaths, the most in Southeast Asia.

Finance Minister Sri Mulyani Indrawati said a 677.2 trillion rupiah ($47.6 billion) stimulus package aims to strengthen the health care system, direct more spending toward social protection to boost consumption, and provide incentives to rescue Indonesian businesses from bankruptcy and workers from layoffs.

BERLIN — German Chancellor Angela Merkel says more than a third of the stimulus package agreed by her government this week is devoted to tackling future challenges such as climate change.

Germany’s three governing parties announced a 130 billion-euro ($146 billion) package Wednesday to revive the economy in the wake of the coronavirus pandemic.

In her weekly video address Saturday, Merkel said that 50 billion euros alone would go toward boosting the use of hydrogen as a clean alternative to fossil fuels, encouraging the purchase of electric vehicles, equipping schools with IT devices and researching future technologies such as quantum computing.

Merkel acknowledged that Germany will have to borrow money to pay for the additional spending, but insisted that “now, during the worst economic crisis that (post-war) Germany has experienced, it’s right to act with bravery and resolve.”

MOSCOW — Russia reported its second-highest one-day death toll from COVID-19 even as the number of new coronavirus infections remained steady.

The national coronavirus task force said Saturday that 197 people died over the past day, sharply up from 144 a day earlier. The highest one-day death toll was 232 on May 29.

There were 8,855 new infection cases overall. Russia has recorded more than 458,000 cases, including 5,725 deaths.

Although Moscow and its surroundings have been the epicenter of the pandemic, accounting for about half of the infections and deaths, the figures reported Saturday showed only about one-third of the new infections were in the capital area.

DUBAI, United Arab Emirates — After loosening some restrictions, Saudi Arabia on Saturday reimposed a 3 p.m. curfew on residents in its second-largest city of Jiddah and suspended prayers in mosques there again.

The decision comes as confirmed cases of the coronavirus continue to rise, including an alarming spike in the number of critical cases.

The kingdom has recorded more than 95,000 cases, including 642 deaths.

ISLAMABAD — Pakistan reported 97 more coronavirus deaths on Saturday, the highest 24-hour increase to its fatalities, as authorities urged volunteers to motivate people to adhere to social distancing regulations to contain the spread of the virus.

According to Usman Dar, who heads the “Corona Relief Tiger Force,” about 1 million volunteers have signed up recently in response to the government’s call to help the country’s most vulnerable people during the coronavirus outbreak.

He told reporters that 165,348 volunteers are currently assisting authorities to contain the spread of the virus.

Pakistani Prime Minister Imran Khan has said the volunteers will also be used to deliver food and medicine to needy and poor people if needed.

Pakistan also reported 4,734 new virus cases, raising its overall infections to 93,983.

With the latest 97 virus-related deaths, Pakistan’s overall fatalities have jumped to 1,935.

PARIS — Paris police have banned a third protest that had been planned for Saturday to condemn alleged police abuses in the wake of George Floyd’s death.

Police cited a risk of spreading COVID-19 and fears of public unrest. The police decree noted that social distancing regulations ban gatherings of more than 10 people.

Online posts called for people to gather Saturday afternoon in the shadow of the Eiffel Tower.

Paris police had previously also banned two other planned gatherings Saturday outside the US Embassy.

NEW DELHI — India surpassed Italy as the sixth worst-hit by the coronavirus pandemic after another biggest single-day spike in confirmed infections.

The Health Ministry reported 9,887 new cases on Saturday, bringing the total to 236,657.

Most of the new cases are in rural areas following the return of hundreds of thousands of migrant workers who left cities and towns after the lockdown in late March.

The lockdown is now largely being enforced in high-risk areas while authorities have partially restored train services and domestic flights and allowed shops and manufacturing to reopen. Shopping malls and religious places are due to open on Monday with restrictions to avoid large gatherings.

BEIJING — China is ordering its highest level of protection for the armadillo-like pangolin as part of its crackdown on the wildlife trade following the global coronavirus pandemic.

While the virus is believed to have originated in the central Chinese city of Wuhan, most scientists say it was most likely transmitted from bats to humans via an intermediary animal such as the pangolin.

The order Friday from the National Forestry and Grassland Administration does not explicitly mention the virus outbreak as a reason for the measure, but the timing appears to indicate that was a consideration.

Pangolin meat is considered a delicacy by some Chinese and its scales are used in traditional Chinese medicine.

Other animals protected at China’s top level include giant pandas, Tibetan antelopes and red-crowned cranes.

BEIJING — China’s capital is lowering its emergency response level to the second-lowest starting Saturday for the coronavirus pandemic.

That will lift most restrictions on people traveling from Wuhan and the surrounding province of Hubei, where the virus first appeared late last year. They will no longer face 14-day mandatory quarantines and other forms of monitoring, and those currently in such situations will be allowed to return to their normal lives.

Beijing residential compounds will not be required to conduct temperature checks and masks no longer must be worn for outdoor activities. Kindergartens will reopen and other grades still suspended will restart classes.

Beijing has reported no new cases of local transmission in at least 50 days and as many as 90 days in some districts.

SANTA FE, N.M. — The New Mexico Supreme Court is temporarily suspending consumer debt collection such as garnishing wages and seizing assets in response to the coronavirus pandemic and its related economic downturn.

The court on Friday ordered the temporary suspension in a new effort to alleviate economic hardship amid a surge in unemployment and uncertainties.

The decision comes as a virus outbreak continues to race through privately run prison facilities for state and federal inmates in Otero County. There have been 583 positive tests among inmates there.

But danger still lurks for the market, even as a number of nations ease virus-related lockdowns, and enforcing compliance remains thorny.

Algerian Oil Minister Mohamed Arkab, the current OPEC president, warned meeting attendees that the global oil inventory would soar to 1.5 billion barrels by the mid-point of this year.

“Despite the progress to date, we cannot afford to rest on our laurels,” Arkab said. “The challenges we face remain daunting.”

That was a message echoed by Saudi Oil Minister Abdulaziz bin Salman, who acknowledged “we all have made sacrifices to make it where we are today.” He said he remained shocked by the day in April when U.S. oil futures plunged below zero.

“There are encouraging signs we are over the worst,” he said.

Russian Energy Minister Alexander Novak similarly called April “the worst month in history” for the global oil market.

The decision came in a unanimous vote, Energy Minister Suhail al-Mazrouei of the United Arab Emirates wrote on Twitter. He called it “a courageous decision.”

But it is only a one-month extension of a production cut that was deep enough “to keep prices from going so low that it creates global financial risk but not enough to make prices very high, which would be a burden to consumers in a recessionary time,” said Amy Myers Jaffe, a senior fellow at the Council for Foreign Relations.

“There is so much uncertainty that I think they took a conservative approach,” she said. “You don’t know how much production is going to come back on. You don’t know what’s going to happen with demand. You don’t know if there’s going to be a second (pandemic) wave.”

Jaffe said improved oil demand in China and Asia and a gradual stabilization of demand in the United States and to some extent Europe, where there’s some cautious economic reopening, were encouraging for producers.

OPEC has 13 member states and is largely dominated by oil-rich Saudi Arabia. The additional countries involved part in the so-called OPEC Plus accord have been led by Russia, with Mexico under President Andrés Manuel López Obrador playing a considerable role at the last minute in the initial agreement.

Crude oil prices have been gaining in recent days, in part on hopes OPEC would continue the cut. International benchmark Brent crude traded Saturday at over $42 a barrel. Brent had crashed below $20 a barrel in April.

Earlier this year, when demand was down, Saudi Arabia was flooding the market with crude oil, helping to send prices down to record lows. That prompted the U.S. government in April to take the unusual step of getting involved in OPEC’s negotiations, pressuring members of the cartel to agree to cuts to help end the oil price free-fall.

At the time, President Donald Trump said the U.S. would help take on some of the cuts that Mexico was unwilling to make. And perhaps more importantly, a group of U.S. senators upset over the impact on U.S. shale production said at the time that they had drafted legislation which would remove American forces, including Patriot Missile batteries, from Saudi Arabia.

Under a deal reached in April, OPEC and allied countries were to cut nearly 10 million barrels per day until July, then 8 million barrels per day through the end of the year, and 6 million a day for 16 months beginning in 2021.

In a rambling Rose Garden speech on Friday, Trump took credit for the April deal. “People said that wasn’t possible but we got Saudi Arabia, Russia and others to cut back substantially,” he said. “We appreciate that very much.”

U.S. Energy Secretary Dan Brouillette tweeted his applause Saturday for the extension, which he said comes “at a pivotal time as oil demand continues to recover and economies reopen around the world.”

However, some countries have been producing beyond quotas set by the deal. One was Iraq, which remains decimated after a years-long war against the Islamic State group. Iraq Oil Ministry spokesman Assem Jihad said in a statement that Baghdad had “renewed its full commitment” to the OPEC Plus deal.

Analysts had expected only a one-month extension given the still fluctuating level of demand.

“If the demand is great, countries like Russia will want to produce more oil, so they probably won’t want to get locked into a longer-term deal that may not help them,” said Jacques Rousseau, managing director at Clearview Energy Partners.

In a research note, Clearview also said Saturday that the producers group “appears to be going to great lengths to keep the deal together despite unequal compliance” — trying to avoid public fights on the issue.

“That solution might work today, but not repeatedly,” it said, citing reports of rising Libyan output and the end of production cuts from Mexico that will heighten the need for compliance.

Major production cuts are simply untenable for countries such as Iraq, Oman and Ecuador, whose economies depend nearly exclusively on petroleum income, as they could face debt default.

LONDON — British world heavyweight champion Anthony Joshua has decried racism as he joined a Black Lives Matter protest in his home town of Watford, about 15 miles north of London.

Reading from a script in a video posted on social media, Joshua said the “virus has been declared a pandemic” and is “out of control.”

Joshua, who was not wearing a face covering and was unable to observe social distancing guidelines given the size of the crowd, said he wasn’t talking about COVID-19: “The virus I’m referring to is called racism.”

He said people should “speak out in peaceful demonstrations,” but they shouldn’t use them “for selfish motives” and turn to rioting and looting.

BUFFALO, N.Y. — Prosecutors say two Buffalo police officers have been charged with assault after a video showed them shoving a 75-year-old protester to the sidewalk.

Both pleaded not guilty Saturday to second-degree assault. The two officers were suspended without pay Friday after a TV crew captured the confrontation the day before near the end of protests over the death of George Floyd.

The footage shows a man identified as Martin Gugino approaching a line of helmeted officers holding batons as they clear demonstrators from Niagara Square. Two officers push Gugino backward, and he hits his head on the pavement. Blood spills from his head as officers walk past.

DENVER — A federal judge is limiting police use of tear gas, rubber bullets and other non-lethal weapons against people protesting police brutality in Denver.

In a temporary restraining order issued late Friday, U.S. District Judge Brooke Jackson says the four people who sued the city had made a strong case the police had used excessive force. He says an on-scene supervisor with the rank of captain or above must approve the use of any chemical weapons and projectiles. They also must wear body cameras.

Denver police say they would comply with the order but would ask for some changes given the limitations of staffing and cameras.

PROVIDENCE, R.I. — Officials in Providence say they made just nine arrests after one of the largest protests in recent history in the city where a Black Lives Matter demonstration drew at least 10,000 peaceful demonstrators.

Thousands gathered downtown at Kennedy Plaza on Friday before marching to the Statehouse, where the crowd swelled in size. Many chanted, “No justice, no peace,” and “I can’t breathe.”

Police, some of whom knelt in solidarity with demonstrators, say only a few unruly protesters were taken into custody, most after several hundred people lingered well beyond the 9 p.m. curfew.

JACKSONVILLE, Fla. — A century-old statue commemorating women in the Confederacy was defaced in a Florida park amid ongoing racial inequality protests.

The Florida Times-Union reports the “Women of the Southland” statue in Jacksonville was splattered with red paint and tagged with the letters BLM, an abbreviation of the Black Lives Matter movement.

The statue has been in the city’s Confederate Park since 1915, and activists have been seeking its removal. Protesters in southern cities have targeted Confederate monuments as symbols of racial intolerance.

WASHINGTON — Military vehicles and officers in fatigues are closing off much of downtown Washington, D.C. to traffic ahead of what are expected to be the largest protests yet in the city over the killing of George Floyd.

The blocks inside the perimeter surrounding the White House were calm on Saturday morning, with joggers and cyclists taking advantage of the open streets before the daytime temperature rises.

Some people were preparing supplies for protesters, including water bottles and granola bars.

The White House has been fortified with new fencing and extra security precautions amid a week of largely peaceful protests that at times grew violent.

President Donald Trump is at the White House, with no public events on the schedule.

ROME — Several hundred people protested peacefully in front of the U.S. consulate in Naples, shouting “I can’t breathe” to denounce the police killing of George Floyd.

In English and Italian, protesters chanted “Freedom!” and “No Justice, No Peace” and carried handmade signs. It’s one of the first protests in Italy in solidarity with Floyd and anti-racism efforts.

Police in riot gear enforced the perimeter around the protest, which was held along the seafront promenade opposite the U.S. consulate. There were no immediate signs of clashes. Most protesters wore facemasks and organizers urged them to keep their distance from each other because of the coronavirus.

There’s been an influx of migrants from Africa in recent years and racial incidents have been on the rise in Italy. Derogatory slurs directed at black soccer players make headlines, resulting in fines and sanctions for clubs.

More protests are planned this weekend in other cities.

PARIS — French security forces have sealed off the U.S. Embassy in Paris and the surrounding streets to prevent a banned protest against police abuses in France and the United States.

The demonstration planned for Saturday and others this week in the French capital were in support of U.S. protests following the death of George Floyd.

Police banned protests in Paris, citing the risk of spreading the COVID-19 virus and concerns about public unrest.

BERLIN — Thousands of mostly young people, many dressed in black and wearing face masks, joined a Black Lives Matter protest in Berlin’s Alexander Square.

Some held up placards with slogans such as “Be the change,” I can’t breathe” and “Germany is not innocent.”

Amina Koss of Berlin says she’d taken part in Black Lives Matters protests before George Floyd’s death. She says she’s concerned some politicians, including in Germany, are making racism acceptable again.

Koss says, “we as a society don’t tolerate racism.”

LONDON — Thousands of demonstrators protested in rainy central London against police violence and racial injustice following the killing of George Floyd.

Gathering in Parliament Square, a traditional venue for protests, the demonstrators “took the knee” in silence and then chanted Floyd’s name before applauding his memory.

The demonstrators have ignored advice from the government and police to avoid attending because of the coronavirus. In England, gatherings are limited to groups of six, provided people observe the social distancing guidelines to remain 2 meters (6.5 feet) apart.

Though social distancing was not possible given the numbers attending, many protesters wore face coverings.

Many held banners aloft, including one that read “Racism is a Pandemic.”

Demonstrations supporting the Black Lives Matter movement also are taking place in Manchester, Cardiff in Wales and other U.K. cities. A rally is scheduled for Sunday in front of the U.S. Embassy in London.

PARIS —Police have banned a third protest in Paris that had been planned for Saturday to condemn alleged police abuses in the wake of George Floyd’s death.

Police cited a risk of spreading COVID-19 and fears of public unrest. The police decree noted that social distancing regulations ban gatherings of more than 10 people.

Online posts called for people to gather Saturday afternoon in the shadow of the Eiffel Tower.

Paris police had previously also banned two other planned gatherings Saturday outside the US Embassy.

WASHINGTON — Authorities in the nation’s capital are expecting Saturday to be the largest demonstration against police brutality in the city since the killing of George Floyd in Minneapolis.

Washington has featured daily protests for the past week and they have largely been peaceful, with people marching back and forth from the White House to the Capitol and the Lincoln Memorial.

Those numbers are expected to swell. Army Secretary Ryan McCarthy told reporters Friday that local officials were projecting between 100,000 and 200,000 protesters.

Metropolitan Police Department Chief Peter Newsham wouldn’t commit to a number but predicted it would be smaller than the 1 million people who attended the Women’s March in 2017.

It comes as authorities have sought to reduce tensions by having National Guard troops not carry weapons.

There were zero arrests during demonstrations on Thursday and Friday and D.C. Mayor Muriel Bowser canceled the curfew that had been in place since Monday. She said she will decide on Saturday morning if it will be reinstated.

A number of D.C. churches and theaters have said they will open their lobbies so people can cool off.

Bad cops give good police
and their cities a bad name

In the opinion article of Nov. 17 “Walters: California is protecting criminal cops” (Mercurynews.com), you explain that California is one of a handful of states that cannot decertify criminal cops. And that the policy does not change due to the influence of the police unions on our legislators.

We had a better policy that was gutted by the Legislature and our Gov. Gray Davis in 2003. Also, our current attorney general, Xavier Becerra, has recently been preventing the release of police records.

Isn’t it time that the people insist that this policy change so that criminal cops can be fired? If bad cops (and I think it is a small percentage) know they won’t be disciplined, they will not have any reservations about bad behavior.

These people give all of our good police and the cities they represent a bad name. Write your elected officials and demand serious change!

Antonio Ingram, a black resident of Oakland, provides informative insight into racial bias and slights experienced as a black American, and he wisely and commendably refrained from confronting the Asian American woman who used a racial epithet when he accidentally bumped her while she was carrying a drink through a crowded bar.

But a golden opportunity may have been missed to forever change the woman’s bias and the bias of any of her friends to whom she might relate the incident.

What if he, as a confident professional with advanced training in interpersonal relationships afforded by a law degree from Berkeley, a degree from Yale and even a Fulbright Fellowship, had graciously and gentlemanly said, with a warm, friendly smile, something like, “Oops, my apology.
